Having looked at this, I noted that trying to run
$ mplayer 131254.m3u
gives
Playing 13100867.m3u.
Win32 LoadLibrary failed to load: avisynth.dll, /usr/lib/win32/avisynth.dll, /usr/local/lib/win32/avisynth.dll
Seek failed
Interestingly
$ mplayer -playlist 131254.m3u
does work. mplayer does not seem to be good at detecting a playlist
